Government of India launched National Food Security Mission. Through this mission, various measures will be taken to improve the annual production of rice, wheat and pulses. Annual production of rice will increase by 10 million tonnes, wheat by 8 million tonnes and pulses by 2 million tonnes. The government started this mission in October 2007. The government is going to achieve the objective of this scheme through area expansion and productivity enhancement in a sustainable manner in the identified districts of the country. Measures such as restoring soil fertility, improving individual farm productivity, and increasing farm-level economies will also be taken to improve production. Objective of National Food Security Mission

The main objective of the National Food Security Mission is to increase the production of rice, wheat, pulses, indigenous cereals and nutri-cereals. National Food Security Mission will be implemented in identified districts of the country. Strategy of National Food Security Mission

Through the National Food Security Mission, special focus will be given to low productivity and high potential districts involving cultivation of foodgrain crops in rainfed areas. Instead, agro-climatic zone-wise planning will be undertaken and a cluster approach will be adopted to increase crop productivity. Special focus will be on the production of pulses with intercropping of pulses with fallow, paddy bunds, coarse grains, oilseeds and commercial crops. It will ensure that the flow of funds is closely monitored so that they reach the beneficiaries on time.

Structure of National Food Security Mission

National level

The General Council will be constituted under the chairmanship of the Union Minister of Agriculture and Farmers’ Welfare. This Council will be a policy-making body that will provide directives and guidelines appropriate to the mission and review the overall progress and development of the project. The Operational Guidelines may be amended from time to time as the General Council deems necessary. A committee called the National Food Security Mission Executive Committee will also be constituted under the chairmanship of the Secretary, Department of Agriculture, Cooperation and Farmers Welfare. This committee will oversee the activities of the Mission and approve the annual State Action Plan for Foodgrain Crops

State level

The State Government will constitute a State Food Security Mission Executive Committee to oversee the activities of the Mission in the State. This committee will be constituted under the chairmanship of the Chief Secretary. This committee will prepare a prospective and annual state action plan in line with the mission’s goals and objectives. Apart from this, the committee will organize baseline surveys and feasibility studies in the operational areas to determine the status of crop production, distribution and demand. The approved action plan will be implemented at the state level by the state committee.

District level

A district-level committee will also be formed at the district level to implement the scheme, called the District Food Security Mission Executive Committee. This committee will be responsible for project formulation, implementation and monitoring of project components through the Department of Agriculture. This will include stakeholders.

Project Management Team

A project management team will also be formed under the mission. This group will provide guidance to states and districts on organizational and technical matters. Apart from that, this team will help in implementing and monitoring various activities of the mission. The project management team will assist the state and districts in capacity building programs and record crop yield data.

Criteria for selection of district under National Food Security Mission

  • The district should have an area of ​​more than 50000 hectares and the NFSM rice and NFSM wheat yield should be below the state average.
  • A district covering 70% of the total coarse grain area of ​​the state was selected for coarse cereals.
  • All the districts of 16 states were earlier covered under pulses during the 11th Five Year Plan
  • All the districts of North Eastern state including Sikkim are included
  • The program will be implemented in LWE district under NFSM
  • All the districts of the northeastern state except Assam with rice cultivation of not less than 5000 hectares were selected.
  • Districts in the hilly states of Himachal Pradesh, Jammu and Kashmir and Uttarakhand with at least 15,000 hectares of paddy or wheat cultivation have been selected.

Fund Flow Mechanism under National Food Security Mission

  • Funds for the implementation of this scheme will be allocated to the state government
  • The state government will provide the funds to the state level agency
  • The state level agency will provide funds to the district level agency
  • District level agency funds will be disbursed to the implementing agency or the beneficiary
  • Fund will be disbursed in two installments
  • The first installment will be disbursed in the months of April to June subject to the approval of the State Annual Action Plan and the terms and conditions prescribed from time to time.
  • The second installment will be released in the months of October to December following the request of the state government and following the prescribed conditions.
  • The state or district level agency will provide funds to the nodal department for procurement of required inputs
  • The nodal department will submit the utilization certificate to the state or district level agency, which will compile and submit to the ministry a consolidated utilization certificate duly authenticated by the District Food Security Mission Executive Committee and the State Food Security Mission Executive Committee.
  • Transfer of funds will be done through PFMS or Treasury
  • The Central Government’s share will be 60% in case of Common States and 90% in case of North Eastern States and Himalayan Hill States.
  • Central government will bear 40% share in general states and 10% share in north-eastern or Himalayan hilly states.

Implementation of National Food Security Mission

  • The district level agency will be responsible for preparing the annual action plan
  • This action plan will be prepared for submission of the project to the State Mission Director considering priority and feasibility
  • The State Mission Director has to prepare the State Action Plan based on the District Action Plan
  • All the districts will follow the action plan for proper implementation of the scheme

Criteria for Identifying Beneficiary Sectors

  • 16.6 per cent for SCP and 8.6 per cent for TSP will be reserved for Scheduled Tribes.
  • States can also give share to ST or SC farmers in proportion to their population in states or districts
  • 33 percent fund will be allocated for small marginal farmers
  • 30 percent fund will be allocated for women farmers
  • Assistance for various components of the mission to all farmers may be limited to 5 hectares per season.
  • District level seed committee will also be constituted to check the beneficiary list of seeds, its indent and distribution to end users.
  • Zonal Research Station, reputed NGOs and other line departments will be involved in planning, implementation, demonstration training and evaluation of farmers.
